Check the letter and your existing materials
Read the mysterious letter and List of Armour Components from the inventory when the quest appears. Reports place the letter around higher Infamy, but differ on exact timing and who delivers it. Treat the active journal as your starting point rather than expecting a guaranteed messenger at one location.
Compare the checklist with your inventory before retracing completed quests. A material already obtained on another route does not need a second trip. Keep eligible relics until you decide whether to use them for this armor or another objective.

Unlock Silk Threads and return for Quicksilver
For Silk Threads, follow the Sanzhani lead south of Stoneward Post, near the river between Boar’s Back and Briar Sloughs. Complete Pearly and Precious to unlock the trader, then check her inventory. Published prices disagree, so inspect the current purchase prompt before budgeting your coins.
Quicksilver requires a return visit after Home Sweet Home. Finishing the nightmare does not automatically put the flask in your inventory: go back to the upper room of the tower and inspect the table. That extra climb is the key distinction if the quest is complete but your armor checklist still shows a missing flask.
Collect a relic and the lizard moult
The Relic of St. Tyna is available through the convent route connected to Anca. If you no longer have it, the reported alternative is a Relic of St. Dasius, including one in Xanthe’s Howling Keep. Confirm that you hold an eligible item before assuming the armor quest is permanently blocked.
For the moult, search the cave along the Briar Sloughs–Maragir Wealds boundary south of the Witchcraft vendor. Clear the enemies and look on the cave floor for the component. Keep it with the other materials until the return-to-blacksmith objective is ready.
Finish the armor at the Uriashi Hermitage
Return to the hermit with all four materials. Read the commitment prompt and prepare for combat before starting the ritual; handing over the components is not the final step. Defeat the attackers during forging to obtain the Enhanced Arbiter set.
The same blacksmith participates in restoring St. Mihai’s sword. If you are pursuing both rewards, check your sword components before travelling so you can address both objectives on the visit.

Shop prices and exact letter timing differ across reports, so use the current inventory, journal and purchase prompt.
