Two different rollout shapes
Most launch confusion here comes from assuming one clock governs every platform. It does not. Steam uses a single worldwide unlock, so every PC player starts at the same instant regardless of where they live, and that instant is expressed in Central European Summer Time. The consoles use the older pattern of unlocking as midnight arrives in each region.
The consequence is that the platform which unlocks first depends on where you are. In the Americas and the United Kingdom the PC version is playable hours before the consoles. In Australia the relationship inverts and consoles unlock during the night while the PC version arrives the following morning.

Preload is not the same as playing
Preloading opened roughly 48 hours ahead of release on both Steam and consoles. A completed preload only means the files are on your drive; the licence still unlocks at the times above, and a console launch patch may also need to download before some options appear.
Check the queue on the storefront you actually bought from, signed in to the account and region that holds the purchase. A store page viewed while signed out, or in a different region, can show a different date entirely.
- Confirm the region on the account holding the purchase.
- Finish the preload before the unlock time, not after it.
- Leave headroom for the launch patch as well as the base install.
- Do not trust third-party countdowns without a stated time zone.
Does changing region let you play earlier?
This question follows every staggered launch, usually as advice to set a console account to New Zealand because it reaches midnight before anywhere else. Whether it does anything here depends entirely on which platform you are on, and the two answers are opposite.
On console the unlock follows the region, so an account set to a region that reaches midnight earlier does unlock earlier. On Steam it changes nothing at all: there is a single worldwide unlock moment, so no region reaches it sooner. Anyone applying console advice to a PC copy will simply wait the same amount of time.
Region switching also carries costs a launch guide should state plainly. Storefront regions are tied to payment methods, currency and account history, and moving one can affect purchases, refunds and existing entitlements. This page describes what the mechanism does; it does not recommend changing the region on an account that holds your purchase.

What the date alone does not settle
The release date page answers which day the game arrives and on which systems. This page answers the narrower question of which hour, because for a launch where PC and console diverge by several hours the day is no longer a sufficient answer. Storefronts can still move an unlock, and a regional listing occasionally lags the publisher announcement.
If your storefront disagrees with the table above, the storefront wins. It reflects the licence that will actually unlock your copy, and these times are reported rather than published as a first-party schedule.
Unlock behavior will be confirmed against the signed-in storefront queue on each platform rather than from a single converted clock. The two rollout shapes reported before launch, one global moment on PC and a local midnight on console, produce a different ordering depending on the region, so the comparison table states the region alongside every time. If a storefront moves an unlock, adds a server-side gate or opens preload on a different schedule than announced, the changed field will be dated and the earlier reported value will remain visible instead of being quietly overwritten. Countdown widgets on other sites are not treated as evidence because they frequently apply the wrong time zone.
