The three console display modes
On PlayStation 5 and Xbox Series X the game exposes three display modes rather than a single fixed output. Performance aims at 60 frames per second, a middle mode aims at 40, and Quality aims at 30 while spending the saved budget on image quality. PlayStation 5 Pro offers the same three targets and adds further visual improvements on top of them.

The 60 FPS mode arrives with the launch patch
The Performance Mode was not part of the original console plan. The studio initially described only a 40 FPS middle mode and a 30 FPS Quality mode, and added the 60 FPS option after player feedback, saying it had focused on finishing the next round of tests once it became clear how much the request mattered.
Because it ships in the launch patch, the mode depends on that download completing. A disc or preload build that has not yet applied the patch should not be expected to expose the option, which matters most to players starting at midnight on a slow connection.
- Let the launch patch finish downloading and installing.
- Open the in-game display or graphics settings.
- Select the Performance option to take the 60 FPS target.
- Recheck the menu after later patches, since targets can change.
Xbox Series S is the stated exception
Series S is named explicitly as excluded from the 60 FPS option and targets 30 FPS. This is the one place where choosing between the two Xbox consoles changes the frame rate you can select, so it is worth separating from the broader question of which platforms the game runs on at all.
